This is a 4 oz Silver Bar sold by APMEX. The bar comes in a protective plastic capsule held in a black velvet display box with a certificate of authenticity. It contains 4 oz of .999 fine Silver. The design features a proof finish and frosted design on both sides, with the obverse showcasing the likeness of the redesigned $100 bill, including a large portrait of Benjamin Franklin. The reverse displays Independence Hall and the vertical "100" in large type size. The bar is the same length and width as a $100 bill, but 1.4 mm thick.
